Family Self-Sufficiency (FSS)

Family Self-Sufficiency Program (FSS) is a 5-year program that encourages residents to improve their employment, economic, and educational opportunities. The purpose of the program is to help participating FSS family members learn the skills and obtain the experience necessary for them to secure employment that pays a living wage. The Housing Authority of the City of Shreveport (HACS) works with state agencies, schools, businesses, and other local partners to develop a network of resources to help FSS participants achieve their goals.

To participate in the FSS Program, one must meet the following criteria:

  • Live in public housing or in Section 8 rental property;
  • Be 18 years of age or older;
  • Be motivated to become financially independent.

Participation in the FSS program is voluntary. The program is beneficial to residents who are serious about increasing the financial stability of their family. During the 5-year period of the contract, any increase in earned income is credited to an interest-bearing escrow account established by the Housing Authority of the City of Shreveport. If the family completes the contract and is no longer receiving AFDC, the amount of the FSS escrow account is paid to the head of the household.
